Can I compare a player in a small league with one in the EuroLeague?

Yes, because every league sits on the same data structure, and each cross league comparison carries its own adaptation estimate instead of pretending the numbers mean the same thing everywhere.

Does similarity decide who we sign?

No, and it should not. It shrinks a list of thousands into twenty worth watching on video, which is where your scouts start rather than finish.
